 The Job:

Lead Mechanical Engineer, Fire Protection. The following job description is a general summary of duties typically performed in this position. It is not all-inclusive and is not an employment contract. PAE employees are expected to perform duties as assigned by management.

Essential Duties & Responsibilities:

  • Project team leadership and management
  • Active participant in firm leadership and management
  • Able to effectively communicate design options to a diverse stakeholder group
  • Completes the project within the budget and schedule
  • Extensive knowledge of engineering systems, codes, and other disciplines
  • Provide training and development for staff
  • Determine preliminary fire/domestic water requirements for various building types
  • Evaluate water flow test results to determine if adequate pressure and flow is available or if fire pump is required
  • Update master specifications and standards, and improve company processes
  • Develops client relationships
  • Specify appropriate fixed fire protection systems, i.e. automatic fire detection and suppression to support fire engineering design solutions

Qualifications:

  • Bachelor’s Degree in Engineering for discipline work.
  • Knowledge of NFPA standards

Bio:

Gary Dunger is the OSHPD Business Process Manager and Program Manager for the Electronic Services Portal at OSHPD Facilities Development Division.  The eServices Portal is OSHPD’s web-based project tracking and plan submittal program that allows facility owners and design professionals to submit project applications and construction documents online for electronic document review.  Formerly the OSHPD Chief Fire & Life Safety Office and Regional Compliance Officer, Gary has been involved with health facilities construction for 30 years.

On February 9th Sooby Bhattacharjee, Ph.D and Fletcher J. Miller, Ph.D. from the Department of Mechanical Engineering at San Diego State University presented to the SFPE San Diego Chapter meeting.  The topic was “Fire in Space: How Gravity Affects Flames.”  The chapter had its largest attendance this year!  Look for an announcement regarding a visit to their research facility this summer!

NATIONAL ENGINEERS WEEK

AWARDS BANQUET

 

The Society of Fire Protection Engineers were represented by Ariel Nunez, Will Fletcher, and Blake Johnson at the National Engineers Week Awards Banquet on February 24, 2017. Engineers Week San Diego activities help celebrate and raise public awareness of the contributions engineers make to build a better world in which to live and play. The San Diego County Engineering Council (SDCEC) works in conjunction with the local engineering societies to coordinate activities and lead the Engineers Week San Diego. This year’s theme was “Dream Big”.  The banquet included awards for Outstanding Engineer, Outstanding Engineering Educator, Outstanding Engineering Service, Dr. Thomas Avolt Kanneman, and the Outstanding Engineering Project.  The banquet concluded with a keynote presentation “Engineering for Humanity” by Brandon Reynante.   A preview of the IMAX movie “Dream Big: Engineering Our World” was shown.  The movie opens to the public on March 10, 2017 at the Fleet Science Center in Balboa Park. This film shows firsthand how engineering makes a difference in this world and improves people’s lives.

Harris Crozier – Account Engineer with FM Global

Topic:

This talk will focus on the protection of water miscible ignitable liquids in small plastic or glass containers, in palatalized or rack storage arrangements, as outlined in FM Global Property Loss Prevention Data Sheet (DS) 7-29, Ignitable Liquid Storage in Portable Containers. We will look at some background regarding the development of these protection options, and fire test videos that demonstrate the basis of the protection recommendations in the data sheet. The primary application of this presentation is regarding storage of distilled spirits in small glass and plastic containers, including how and why protection options might differ for plastic vs. glass.

Bio:

Harris Crozier is an Account Engineer at FM Global. He graduated from UCLA with a Bachelor of Science degree in Aerospace Engineering and a Master of Science degree in Mechanical Engineering. He began working at FM Global in the summer of 2013 as a Field Engineer, before moving into his current role a couple years ago. During his time at FM Global, he has worked with many different clients involved in a wide range of businesses and occupancies, including warehousing, real estate, electronic assembly, and machine shop manufacturing.

JPL’s Occupational Safety Program Office (OSPO) is committed to ensuring safety across the Laboratory through identification and management of health and safety risks for all areas of JPL while maintaining operational effectiveness. OSPO is responsible for all areas of occupational health and safety which include the following areas: construction safety, industrial hygiene and health, hazardous materials, and health physics (ionizing and non-ionizing radiation) safety programs.  The OSPO establishes and maintains an environment that promotes a culture of safe-working practices across the organization, promotes collaboration, flexibility, and fairness so that all individuals are able to participate and contribute to their full potential while also ensuring employee awareness and compliance with Laboratory policies, procedures, practices, and regulatory requirements.

The Fire Protection Engineer works under the supervision and authority of the Fire Protection and Life Safety Authority Having Jurisdiction (AHJ) and, under the direction of the AHJ, is responsible for administering decisions concerning fire and life safety compliance issues.  Identify, assess, and mitigate risk to personnel, mission critical structures and flight hardware.  Provides determination, application, execution of fire codes and referenced codes/standards in collaboration with other technical experts on Lab and the AHJ.  Develop policies and procedures relating to fire code/standard.  Provide coordination with JPL institutional organizations, NASA and other agencies and external organizations on fire and life safety issues.  Provide advice, insight, analysis, and risk assessment of the designs, activities, and operations. Review, evaluate hazard analysis and render opinion on performance-based design applicable to fire prevention and fire protection scenarios. Participate in all phases of design and construction, from conception to completion, providing continual feedback to Facilities engineer and project customers related to ensuring a completed project meeting code requirements.

Required Skills:

  • Bachelor’s degree in Engineering, or related technical discipline with typically a minimum of 9 years of related experience; Master’s degree in similar disciplines with a minimum of 7 years of related experience; or PhD in similar disciplines with a minimum of 5 years related experience.  A minimum of 5 years’ experience in the field of fire protection engineering.
  • Holds a valid Professional Engineering License in Fire Protection Engineering or equal engineering discipline.
  • An active, licensed professional fire protection engineer.
  • Working knowledge of State of California Building, Mechanical, and Fire Codes.
  • Excellent communication and interpersonal skills.  Works well in team environment as lead or team member.

Desired Skills:

  • Recognized expert in Fire Protection and Life Safety community with extensive experience in assessing, developing, and implementing effective fire and life safety programs.
  • Strong experience in applying principles of fire suppression, building egress, hazardous materials storage, etc. to the design and construction of buildings.
  • Strong experience in reviewing design blueprints to ensure compliance with applicable fire/building codes.
  • Strong experience and knowledge in the following areas: Fire Protection Engineering, hydraulics, loss control, risk analysis, chemistry, codes (both prescriptive and performance design).
